The content of this statement is related to a strategic effort into the Education Domain and engage ODDEPAR to enhance and enlarge the supports it brings since years to the Rural Populations living in Haiti. This article describes the great lines of a project as named: Accelerated and Alternated Scholar Insertion In a Professionalization Period (AASIIPP) and shows orientations to implement provisions for humaniterian supports, collaborations, and solid partenerships to the aforementioned Organization – ODDEPAR. The ODEEPAR’s attend is to obtain a effective Cooperation with a US International Development Agency and / or from some other Bailers issued from the North America. This project plan is a pleading for the overcome of new interchange practices within the sector of the Humaniterian-Education, and consist of elaborating together and primarily, with the Native People of America, a Worldwide Powerfull Sponsoring Network. During the month of May 2024, ODDEPAR continued to ensure its humanitarian actions across sectors and to scale up activities where resources permitted. The results of the Nationwide Smart Servey were released, showing an upward trend in the prevalence of Global Acute Malnutrition (GAM) (7 per cent) in Haiti between 2020 and 2023, with very high levels in the Metropolitan Area of Port-au-Prince itself (MAPP). ODDEPAR wants to grow his potential, screen and making activities for more than 143,000 children affected by violence and to treat more than 4,300 severely malnourished children and to reach over 217,000 people with kits. In 2024 more than 3,000 children must receive school supplies and textbooks including some students affected by the recent outbreak of violence in the areas of Carrefour, Port au Prince and its surroundings. Through the ODDEPAR’s outreach plans, Some 32,000 people will be able to access health care, and about 21,000 children will be vaccinated against measles. Furthermore, ODDEPAR will be training staffs from partner organizations in Carrefour, Gréssier, Léogane areas, to strengthen prevention and response to cases of sexual exploitation and abuse.

ODDEPAR’s Humaniterian Approach

The blockage provocated by the standoff between political factions continues to significantly affect the country, as leaders representatives of a Council composed with seven members with vote capacities and two members with no vote permissions, forming a transitional government called Presidential Council, they have for mission particularly to prevent the country from a lack of authorities capable of taking decisions and scheduling elections. Therefore, the political leaders issued from the “Montana Accord”, wanted to extend the terms of the precedent political authorities. The approach of a such provisory Council was a proposition of the CARICOM, a regional Organization that seek to promote development, leadership and good governance across the Caribbean Zone. Before 2024, the political difficulties leaded the contry to the escalation of violent protests across the Metropolitan Areas and further restricted access to the most vulnerable and affected populations from a humanitarian help, so ODDEPAR have been committed to working within the difficult conditions to promote a wide support to the Rural Sections, based on a Psychological Approach, Educational and Leadership programs ; we are making provision to proceed to Credits and Funds distributions via School Partenerships, and to the distribution of Sanitary materials. Furthermore, the increasing of armed violence notably due to the resulting collapse of the State, the new waves and resurgence of life-threatening diseases (CHOLERA, COVID-19), are the causes of the exacerbation of a “catastrophic” level of hunger never being experienced before this time in Haiti. That’s mean, that in Haiti, the people have a greater loss of income and increases in product prices and / or cost of services as the result of constant shocks that continues to affect all the sectors of the country. ODDEPAR’s strategies is to make fund and material collects, then after to proceed to a distribution of those goods.

The AASIIPP Aproach

In 2023, O.D.D.E.P.A.R (O.D.R.C.R, in english), a Children’s Rights Defense and Disaster Relief Organization that used to bring support to the illiterate Rural Populations of Port-au-Prince (IRPPP), planning and making Rural interventions in Nutritional Help (NH), Child Protection and Psychosocial Services (CPPS), with considerations for the different cases encountered. This Organization wanted to improve a world performance in the Education Sector (ES). A new Aproach in Education have been created, as named: AASIIPP. AASIIPP is a New Learning Aproach (NLA), consisting in exploiting existant methods, and inventing others, with care to lead back students with learning difficulties to the schools areas evoluting in line with the program (SAELP). The first objective of the AASIIPP project is to cut off the rate of the Scholar Dropping-out. Why the interventions of a such Organization is necessary ? The governements of Haiti are considered as failed structures by many haitians, because for many of them, the officers leading this state are defending their personal powers, their social positions and their money. Since years, those wrong leaders have deflected the economic resources of the haitian people causing a total anarchy, they permitted the increasing of the price of the products and of the taxes. Their consider haitians as incults than innocents, as the populations are getting more than more empoverished, haitians are some slaves, they are working for their enrichment. The gangs are proliferating whilst the necessity of going to primary school, secondary school, the professional or technical school, and finally to the university is decreasing, particularly because the People Living in the Rural Sections (PLRS) evolute in some informal structures, without Real Education Supports (RES). This project will bring for free, Learning Methods and Social Handicrafts (LMSH), opositely to The Street and the Informal Sector (TSIS) those offer fire-guns with facilities. The brains are leaving Haiti, it remain a contry that we must rebuild and youths to lead in the right ways in some good conditions.
